WASHINGTON - One area of the Obama administration’s proposed fiscal year 2011 budget sticks out like a sore thumb. While most Indian-focused programs are remaining steady or are set to make increases, the National Park Service has proposed to dramatically reduce the amount available for NAGPRA grants.

The Soboba Band of Luiseño Indians’ tribal council was recognized at an Indian child welfare conference Thursday for sponsoring legislation related to adoptions of Indian children.

Gov. Arnold Schwarzenegger has signed a bill promoted by the Soboba Band of Luiseño Indians intended to encourage adoption of American Indian children by American Indians. The bill will allow California courts to honor tribal adoption tradition even when it does not necessarily conform to civil law.
